3D Visualizations as a Tool to Boost Public Opinion
From 3D modeling to AI-powered tools, technology continues to change the way people experience and process information. For public agencies, that shift presents a powerful opportunity. When infrastructure projects are communicated only through technical plans or two-dimensional drawings, it can be difficult for residents, business owners and stakeholders to fully picture what is being proposed.
In this case study, Benesch Transportation Group Manager Ricardo Zamarripa shares how a strong 3D visualization can help effectively communicate plans by showing what a project will look like, how it will function and why the project matters.

Case Study: Old Kyle Road
Hays County, Texas had a big change in mind for Old Kyle Road: turn the half-mile, two-lane roadway into a one-way multimodal corridor featuring a roundabout interchange, shared-use path, sidewalks, boardwalk sections and ADA-compliant ramps. But before the transformation could begin, they’d need to win over the court of public opinion.
The County wanted to show residents and stakeholders how Old Kyle Road would function as a one-way multimodal corridor, how traffic would move through the roundabout and how the improvements would fit within the existing community context. To do that, the County asked Benesch to provide 3D visualization and public involvement support services. Using the County’s design, traffic data simulated in VISSIM and drone data points, the team transformed the concept into an engaging visualization that translated technical information into an accessible public-facing story.
The final video gave viewers a detailed walkthrough of the redesigned roadway. Rather than asking stakeholders to imagine the finished corridor from drawings alone, the model allowed them to experience the proposed improvements in a clearer, more realistic way. It showed how traffic would be routed, how the roundabout would operate and how the multimodal elements would support pedestrians, cyclists and drivers.
As public agencies work to improve infrastructure and safety in their communities, visual storytelling offers a practical way to build trust and support. Whether introducing a new traffic pattern, explaining multimodal improvements or showing how a project fits within the context of an existing corridor, 3D visualization helps move public engagement from abstract explanation to shared understanding.
