Water System Master Services Agreement

As Hazleton City Authority (HCA) prepared for future growth, the utility needed a long-term strategy to address aging infrastructure and prioritize investments across its potable water system.

Benesch completed a comprehensive feasibility study, Capital Improvement Plan and Value Planning effort to evaluate the condition and capacity of HCA’s water system. The study identified more than $95 million in capital improvements needed to support approximately 38,000 customers while improving system reliability and preparing for future development.

Working closely with HCA, Benesch evaluated improvement alternatives and developed a phased implementation strategy spanning water supply, treatment, storage, transmission, distribution and dam infrastructure. The Value Planning process helped balance cost, operational performance, risk and long-term system needs to identify the improvements that would provide the greatest overall value.

In addition to delivering a prioritized capital improvement roadmap, Benesch established an asset management framework and computerized maintenance management system (CMMS) to support long-term maintenance planning. Together, these efforts positioned HCA to advance projects as funding and development opportunities emerged while improving long-term asset management and investment decisions.
