Water Treatment System Master Plan
Mahanoy Township Authority (MTA) in Pennsylvania engaged Benesch to develop a comprehensive Water System Master Plan that would evaluate the condition of its water system, identify long-term improvement needs and provide a roadmap for reliable, regulatory-compliant service over the next 20 years.
The study began with a collaborative Value Planning process that assessed the authority’s water sources, treatment, transmission and distribution systems. More than 150 ideas were generated and evaluated based on performance, stakeholder acceptance, cost and risk before being refined into more than $17 million in recommended capital improvements.
The resulting master plan established a three-phase implementation strategy for improvements to the water treatment plant, system hydraulics and distribution infrastructure while supporting applications for Infrastructure Investment and Jobs Act (IIJA)/Bipartisan Infrastructure Law (BIL) and State Revolving Fund (SRF) funding. The plan provides MTA with a prioritized framework for future investments that strengthens long-term system reliability, resilience and regulatory compliance.
