Benesch provides comprehensive support to transit agencies by offering a range of services that ensure successful project outcomes. We have the ability to assist with development funding strategies, grant applications, public engagement initiatives, and even NEPA and regulatory compliance challenges.

Federal Funding, Grants & Compliance
With specific and applied expertise and knowledge regarding federal programs and requirements, Benesch is able to provide clients with hands-on support. We routinely assist DOTs with Federal Transit Administration grants invoicing, grant recipient on-site compliance reviews, technical assistance, and agency training on Transit Grants and Local Match Mechanisms. We are also experienced at training staff on Title VI, developing Transit Operation Plans, preparing for Triennial Review and conducting preventative maintenance.
To assist Pinellas Suncoast Transit Authority (PSTA) with their RAISE Grant application, Benesch developed a Benefit Cost Analysis (BCA) focusing on ways to optimize project scoring under the RAISE Grant project and evaluation criteria.

Outreach, Surveys & Communication
Effective public involvement requires a strong commitment and is key to obtaining support for transit in a community. Benesch’s approach to public engagement is simple: know your desired effect and level of participation and choose a tool that meets those needs. From traditional in-person efforts to modern technology-based outreach, we work with clients to identify and implement the best strategy.
As part of its ongoing support for the Southwest Ohio Regional Transit Authority (SORTA), Benesch completed a regional gap analysis for the transit agency. Benesch conducted statistically valid rider surveys to understand the capabilities and limits of the existing services.

Transit Technical Assistance & Research
For transit planning, research, data and effective data management are pivotal to success. Benesch has extensive resources for primary data collection, the compilation and use of available secondary source data, and the use of specialized tools such as GIS to complete appropriate analyses. We also have significant experience identifying and learning from the cutting-edge activities and pilots of other agencies so that their positive outcomes can be shared and replicated with our clients.
To be in compliance with the FTA’s National Transit Database (NTD) program, Lee County Transit in Florida enlisted Benesch to support their NTD Sampling Plan.
