Joel has been involved in transportation planning and research for 34 years, with an emphasis on public transportation. During this time, he has had the opportunity to work with transit agencies throughout Florida and the US on a wide variety of projects, including transit development planning and visioning, comprehensive operations analysis, transit infrastructure planning and accessibility review, performance assessment, transit financial planning, transit market assessment and bus rapid transit, among others. Joel has helped lead training courses throughout Florida over the last decade related to accessible design and the preparation of transit development plans to meet State regulatory requirements.
Prior to embarking on his consulting career, Joel spent over 13 years at the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF). Joel is a graduate of USF with a bachelor’s and master’s degrees in civil engineering.
