ADA Improvements at Carroll Park

The City of Rock Hill was awarded a Community Development Block Grant (CDBG) to make ADA improvements to a neighborhood park in an under resourced community. After winning, they asked Benesch to help with implementation. The existing 40-year-old park had a large gravel and asphalt parking lot, a playground, picnic shelter, baseball field, soccer field, tennis courts and site furnishings. The parking lot lacked any accessible parking and none of the facilities had an accessible path of travel from the parking lot or to each other.

Benesch inspected the park and determined what improvements needed to be made to bring the park up to ADA compliance. We then provided design, cost estimation and permitting services. The improvements included new accessible parking spaces, signage, and accessible paths of travel to each recreation activity in the park including interconnectivity of the facilities.

Benesch strategically placed new parking spaces in the flatter areas of the existing parking lot while also minimizing travel distance to facilities. By dispersing the accessible parking areas, we were able to create an attractive accessible walking loop that provided connectivity with each recreation facility in the park. Not only did this new loop improve the function of the park, but it also provided a new amenity for the community.
