The Cabarrus County Library and Active Living Center, located in Virginia Foil Park, offers a combined library and senior center with a range of outdoor recreational facilities. Spanning 30 acres, this project was designed to provide Mount Pleasant residents with enhanced access to social, educational and recreational opportunities.

Cabarrus County selected Benesch to develop a master plan for the project, which was later used to secure a PARTF grant to fund improvements. Benesch also assisted the County with cost estimating, grant assistance, construction documents, permitting, design and construction administration.

The new park features a tournament-quality three-field little league baseball complex with covered dugouts, two multipurpose sports fields and a centrally located playground and picnic shelter. The 21,000-square-foot senior center and library serve as the site’s focal point, offering space for events, workshops and community gatherings.

An ADA-compliant paved trail system connects each of the facilities, with both a shorter loop around the baseball complex and longer path around the park’s perimeter. Six exercise stations are situated along the trails for visitors of all ages to use.

The project team coordinated the utilities and infrastructure, including water, sanitary sewer and power, to support both the park and combined library and senior center. A well and pump system was installed to irrigate the fields as a cost-effective alternative to relying on the public water supply. Firewater storage tanks were also installed to compensate for the undersized public water system.

This new state-of-the-art community park provides Cabarrus County residents with a vibrant space for recreational opportunities and community connection.
