The City of Round Rock recognized the need for an updated and expanded transit vision to support its continued growth. Since implementing fixed-route service and complementary ADA paratransit, the City saw an opportunity to enhance mobility and ensure public transportation remains a viable option for residents and visitors.

Benesch was selected to lead the development of the City’s first Transit Development Plan (TDP) to guide transit planning for the next 10 years. The plan sets the City’s vision for public transportation, outlining recommendations to enhance mobility, address first-mile/last-mile connectivity and integrate technological advancements for ease of use.

Public engagement played a crucial role in shaping the TDP, with outreach efforts reaching over 500,000 people through in-person and virtual workshops, stakeholder meetings, surveys, newsletters, billboards and social media. This extensive input helped identify key transit priorities and community-driven solutions.

The TDP evaluated four service improvement scenarios, each incorporating varying levels of fixed-route bus service and Mobility-on-Demand (MOD) options to provide practical, implementable solutions. The final plan included a financial strategy and key action items to guide implementation, focusing on MOD feasibility, funding opportunities, expanded outreach and ongoing efficiency assessments.

By establishing an actionable and community-supported transit vision, the Round Rock TDP provides a clear roadmap for enhancing transit services and supporting mobility needs in the years ahead.
