EZ-Rider Comprehensive Operations Analysis

Benesch conducted a Comprehensive Operational Analysis (COA) for the Midland Odessa Urban Transit District (MOUTD) to evaluate current service performance and efficiency and develop a roadmap to guide the agency as it moves forward. The effort included a 10-year vision plan to provide the agency with a tool to enhance operations both in the short and long terms.
For short-term improvement, service modifications were proposed based on service analysis and input from riders, staff and stakeholders. Future mobility needs driven by ongoing growth and development helped identify a set of longer-term improvements to be phased in as demand and fiscal capacity allow.
The guiding principles established for the COA, coupled with sound data and operations analyses, were used to craft service recommendations and modify the overall route network. The focus was on identifying improvements in productivity and efficiency in transit operations, improving directness of travel to help reduce travel times for riders, increasing network connectedness to better serve riders to/from key activity centers, and enhancing service reliability and cost-effectiveness.
