La Vista Active Mobility Plan
The La Vista Active Mobility Plan was developed to enhance mobility for all users in and around La Vista, Nebraska. Funded through a grant from the Metropolitan Area Planning Agency (MAPA), the plan builds on the City’s goals of improving access to sidewalks, trails, key destinations and employment centers. Benesch led the effort to develop a data-driven plan that reflects both community priorities and regional mobility needs.
The planning process began with data collection and analysis of local and regional transportation studies, trail networks and existing mobility initiatives to identify infrastructure gaps and opportunities for improvement. The team also reviewed plans from neighboring communities, including Omaha and Papillion, to support regional coordination.
Public engagement played a central role, with outreach efforts including online surveys, stakeholder workshops and youth-focused initiatives. Tools such as QR-coded yard signs, table tents at local businesses and interactive mapping at community events helped broaden participation across a wide range of users.
A Technical Advisory Committee of city officials, planners and engineers reviewed findings and helped refine project concepts and prioritize short-, mid- and long-term improvements. Ten projects were advanced to conceptual design with cost estimates and presented to the Planning Commission and City Council prior to adoption as part of the City’s Comprehensive Plan.
The plan prioritizes equity by focusing on improvements in high-need areas and ensuring ADA and PROWAG compliance. It also supports sustainable transportation by expanding non-motorized options, reducing emissions and incorporating green infrastructure. By integrating projects into the City’s Capital Improvement Program, the plan provides a clear path for implementation and funding.
